BTLPT (Bilingual Target Language Proficiency Test)

Spanish proficiency exam for Texas bilingual educators — measures listening, reading, writing, and speaking in an academic and professional register.

For: Teachers seeking the Texas Bilingual Education Supplemental certification.
Duration: Four sections, four hours total
Format: Computer-administered. Includes recorded speaking responses.

Retiring Sept 1, 2027. The BTLPT is being replaced by the new BESS 165 (Bilingual Education: Spanish Supplemental), which combines what the 164 and 190 tested separately into one integrated exam. The 164/190 combo can still be taken through August 31, 2027 for new certification; old scores remain valid for certification applications through September 1, 2028.

The BTLPT measures Spanish proficiency in an academic and professional register across four sections:

  • Listening comprehension — academic and conversational audio
  • Oral expression — recorded responses (question and answer, oral presentation, simulated conversation)
  • Reading comprehension — extended passages with inferential questions
  • Written expression — formal academic writing (email, essay, lesson plan)

How responses are scored

Constructed responses receive scores of 0–3 based on published rubrics. The five performance tasks are:

  • Email and essay
  • Question and answer
  • Oral presentation
  • Lesson plan
  • Simulated conversation

Passing the BTLPT means understanding exactly how the scorers will decide how many points your oral and written responses receive — so you can write and speak to the rubric on test day.

How long should you prepare?

  • Casual speakers: plan for 3–4 months of study at 4–6 hours per week
  • Advanced speakers: 3–4 weeks at 3–4 hours per week is often enough
